Unsuspend reseller improvement

As a System Administrator, I would like to add the option to whmapi1 unsuspendreseller to know if the reseller previously suspended any of it's accounts so when we remove the suspension to said reseller those accounts remain suspended even if we unsuspend the rest, so that we can automate the process of removing a suspension with the least problems for the final user.
