Limit max emails per reseller

Currently resellers are able to modify the max amount of emails that can be sent per domain.

To prevent this from happening, we need to disable 2 permissions: Modify an Account and Edit Package, since from both ways, they are able to do this.

I imagine 2 ways to solve this:

1. Prevent resellers from changing this setting, maybe adding a new feature setting

2. Add a new setting to limit the amount of emails the whole reseller can send.

Not sure which is easier, but any of these could solve the inconvenience.
