toggle switch for preventing internet access for accounts/server, preferably with a password

As a cPanel user, I would like a toggle available for switching a server from publicly available to a development environment that's not available to the public in order to be able to test without publishing publicly.

As the title implies I would need a foolproof way of working with server/cPanel accounts without public access aka dev-environment.
I like this idea
